WhatsApp in Lebanon

In Lebanon, WhatsApp isn't just a messaging app. It's where orders are placed, deliveries are arranged, clinics confirm appointments and families stay in touch across the diaspora. This page covers how Lebanese businesses use WhatsApp, which of its money-making features have reached Lebanon, and why a proposed WhatsApp tax helped trigger the 2019 protests.

Quick Answers

Is WhatsApp available in Lebanon?

Yes. WhatsApp, including voice and video calls, works normally in Lebanon.

Was WhatsApp taxed in Lebanon?

No. In October 2019 the cabinet discussed a tax of 20 cents a day on WhatsApp calls. It sparked nationwide protests on October 17, 2019, and the plan was abandoned.

Can you make money on WhatsApp in Lebanon?

Mostly by selling through it. WhatsApp announced channel subscriptions in 2025, but it hasn't published a country list or payout details, so it's unclear whether Lebanese channels can use them. Lebanese businesses earn by taking orders and serving customers over WhatsApp.

What is WhatsApp?

WhatsApp is Meta's free messaging app for text, voice notes, voice and video calls, photos, documents and groups. The separate WhatsApp Business app adds a business profile, product catalog, quick replies, labels and away messages. Its Updates tab holds Status and Channels, which let accounts broadcast to followers.

WhatsApp usage in Lebanon

WhatsApp doesn't publish country-level user numbers, and DataReportal's Lebanon report doesn't include an estimate for it. For context, Lebanon had about 4.76 million active mobile connections and 4.58 million social media user identities in late 2025. Lebanon's reliance on the app showed in 2019, when a proposed tax on WhatsApp calls brought people into the streets across the country.

The 2019 "WhatsApp tax"

In October 2019, Lebanon's cabinet discussed charging 20 cents a day for calls made over WhatsApp and similar apps, as part of a set of austerity measures. Protests broke out on the night of October 17, 2019, and the telecom minister announced that the plan had been dropped at the prime minister's request. The protests continued for months, driven by much broader anger over the economy and corruption. As Amnesty International put it, the tax was "just the straw that broke the camel's back."

How Lebanese businesses use WhatsApp

For many Lebanese businesses, WhatsApp is the checkout. Customers find a shop on Instagram, TikTok or Facebook, then tap through to WhatsApp to ask prices, place orders, arrange delivery and send payment confirmations. The free WhatsApp Business app handles most of this: a business profile with hours and location, a product catalog, quick replies for common questions, and labels to track orders. Larger businesses that need several agents, chatbots or automated messages use the WhatsApp Business Platform through an official Meta partner.

Channels, Status ads and subscriptions

In June 2025, WhatsApp announced three features for its Updates tab: ads in Status, promoted channels that admins can pay to surface in the channel directory, and channel subscriptions that let followers pay a monthly fee for exclusive updates. Meta said they would roll out slowly over the following months and didn't name countries. It also didn't explain how channel admins get paid, so check your channel's settings to see what's available in Lebanon.
